What Is the NEW Daylight Saving Time Change?
The Energy Policy Act, passed by the US Congress in August 2005, changes the dates of both the start and end of Daylight Saving Time (DST). This law goes into effect this year. Daylight Saving Time will begin three weeks earlier starting on Sunday, March 11, 2007, and will end one week later on Sunday, November 4, 2007.
How Will This Affect My Computer?
The changes in DST will affect many computer operating systems, applications, related products and processes and require updates.
In addition, clients using Microsoft-based products such as Outlook/Exchange are required to apply an additional update. Failure to apply updates in a timely manner could result in significant confusion and problems such as, but not limited to, corrupted electronic calendar entries. For Microsoft Windows products, it is important to proceed with the updating of all systems in a coordinated manner, to minimize the impact of the changes to Daylight Saving Time, especially to calendar appointments in Outlook.

What Do I Need to Do?
Some computer operating systems and applications are already updated to reflect this change. Others may require patches to be applied. To be certain, CIS would like the campus community to follow the schedule of updates as suggested below.

CIS Recommendations For Applying Updates:
** Microsoft clients, please be aware that the operating system update should be applied first (see Microsoft KB931836), preferably sometime during the week beginning Monday, February 12, 2007. For Outlook clients, the “Outlook Time Zone Update Tool” should NOT be applied until the following week, beginning Monday, February 19, 2007.
Note: If you have installed the "test version" of Microsoft's 2007 Global Time Zone Update for Windows, you need to uninstall it first, before applying the current release version (see KB924840 for more information).

Microsoft Windows Vista
Windows Vista operating system includes the new Daylight Saving Time changes. No update is required. Applications, such as Outlook, do need to be updated. See section below for more information on updating Outlook.

Microsoft Windows XP SP2
Windows XP SP2 requires an update to recognize the changes in Daylight Saving Time. The update (KB931836) is included in the Windows Updates that were released from Microsoft on February 13, 2007. Please run Windows Update from your Start Menu and apply all High Priority Updates.
Previous versions of Windows XP are not supported. Upgrade to Windows XP SP2 and then apply the Daylight Saving Time update as outlined in the preceding paragraph.

Microsoft Windows Server 2003
All versions of Windows Server 2003 require an update to recognize the changes in Daylight Saving Time. Microsoft Windows 2000
Windows 2000 is no longer fully supported by Microsoft. An update is available under Microsoft's Extended Hotfix Support. A workaround solution is available here.

Mac OS X 10.4.6 or later
Mac OS X 10.4.6 operating system includes the new Daylight Saving Time changes. No update is required, however, it is recommended that you run Apple's Software Update to ensure you have all the appropriate updates and patches installed. Apple's Software Update instructions are located here. Here's a fairly technical way to check your Mac's DST Status. Applications, such as Entourage, do need to be updated. See section below for more information on updating Entourage.

Mac OS X 10.4 - 10.4.5
Mac OS 10.4 through Mac OS 10.4.5 just needs to be updated. You should run Apple's Software Update and upgrade to the current (as of Feb. 8, 2007) version of 10.4.8. Apple's Software Update instructions are located here. Here's a fairly technical way to check your Mac's DST Status.

Mac OS X prior to 10.3.9
Mac OS X prior to 10.3.9 clients, will need to do ONE of the three following:
1. The best all around choice it to upgrade to Mac OS X version 10.4
OR
2. Follow these directions to update the timezone related components on your Mac.
OR
3. Manually adjust your Mac's time settings four times a year.

Outlook 2007
Although Outlook 2007 is able to recognize the changes in Daylight Saving Time, Microsoft recommends that clients run the "Outlook Time Zone Update Tool". The new tool contains improvements that are not available in Outlook 2007. Additional information can be found in Microsoft KB931667.
You must update the operating system on your workstation prior to running the "Outlook Time Zone Update Tool". Refer to the appropriate section(s) listed previously in this document.

Outlook 2003, Outlook XP, Outlook 2000
For all of these versions of Outlook, the "Outlook Time Zone Update Tool" must be run on systems where it is installed. Additional information can be found in Microsoft KB931667.

Entourage 2004
Entourage 2004 needs to have the Microsoft Office Update 2004 11.3.3 (or later) update installed.

Other Devices
A variety of other electronic devices will be affected by the changes to Daylight Saving Time, for example:
- PDA’s Palm Pilots, iPAQ’s, etc.
- Cellular phones and Smart phones, including Blackberry
- iPods and MP3 players
Check with the device's embedded help or the manufacturer's web site to learn about any updates or patches that you may need to apply.
Blackberry clients should have already received an update that was sent in an e-mail directly to their Blackberry device (sent from "System") from the Blackberry Enterprise System Administrator. Please follow the instructions that were included in the e-mail to update your device.
